On Feb. 7, Gilbert Pena, 56, was driving a tractor-trailer on Highway 135 southbound in Orcutt when his truck slammed into the back of a Nissan sedan, killing 60-year-old Orcutt resident Rickie Motley and his passenger, 24-year-old Solvang resident Jesse Donald Gluyas. A tractor-trailer driver with a history of traffic violations has pleaded guilty to second-degree manslaughter for allegedly causing a February 2017 crash in Missouri that killed another motorist. Driver Narinder Singh, 46, was transporting about 22,000 pounds of hamburgers and cheeseburgers for the fast-food chain White Castle when his truck overturned on I-44 in southwestern Missouri. The Federal Motor Carrier Safety Administration (FMCSA) said that on June 13, commercial truck driver Evaristo Mora was driving a tractor-trailer through a work zone on U.S. 54 in Pratt County, Kansas, when his vehicle veered into oncoming traffic. New Jersey State Police are investigating a side-underride crash that claimed the life of a 24-year-old woman Wednesday, July 11, when the car she was riding in crashed into a tractor-trailer. Is it possible to settle hours-of-service (HOS) regulations for tractor-trailer drivers to everyone’s satisfaction? Nearly a year after federal regulators overturned parts of hours-of-service reforms instituted in 2013, the Owner-Operator Independent Drivers Association (OOIDA) is petitioning the Federal Motor Carrier Safety Administration (FMCSA) to further loosen the rules, which limit the consecutive driving hours and mandate periods of rest for tractor-trailer drivers. The OOIDA is asking the FMCSA to allow drivers to pause their 14-hour daily clock for up to three consecutive hours and eliminate the 30-minute rest break mandated under the current regulations. A tractor-trailer that was struck by a careless driver plummeted off a highway overpass in Sugar Land, Texas, and landed on top of a Toyota sedan Jan. 11. On Dec. 4, 2017, FMCSA authorities served Scotty R. Kinmon, a 28-year-old truck driver commercially licensed in Kentucky, with a federal order to cease operating any commercial vehicle in interstate commerce.
